Apparently 'piecemeal engineering' is a phrase coined by Karl Popper, and the methodology used by the so-called 'élite' to forward the agenda of a one-world government and taxation system. I'm not quite sure why JR thinks it won't work, given that he boasts that he was in the room for the 1998 bank bail-outs?
